For history buffs, here is a commentary by a Harvard law professor in the New England Journal of Medicine saying the early Congress mandated ship owners to provide medical insurance for seamen, and mandated seamen to buy hospital insurance for themselves, and mandated that all able bodied citizens obtain a firearm. This is relevant to the power of Congress to enact the individual mandate in the Affordable Care Act.
